Objectives |

The main objectives of this task are: To evaluate the effective impact of the project on the protection of the aquifer (qualitative and quantitative); To evaluate and validate the ASAP protocol and set criteria – including economic ones - for estimating fruitful reproduction in other overexploited basins; To evaluate - under the Lisbon strategy (e.g. estimating its potential for increasing more and better jobs) - how the ASAP approach contributes to the development of the environmental technology and business; To evaluate the project effectiveness and efficiency for accountability. |

Actions
This Task is organised into the following main actions:
5.1 Monitoring aquifer status - by means of aquifer final characterisation (level, quality, vulnerability). This action will be conducted throughout the project duration. This will be done by means of hydro-geological probing on monitoring wells (already available) and boreholes. Data collection and estimation is the first layer of the three-tiered approach to simulation/modelling based optimization.
5.2 Evaluate impact on aquifer - based on data acquisition and comparison.The second layer is the simulation model used to predict the fate and behaviour of the aquifer. The results from the sampling will be used to approximate and interpolate these values for the entire aquifer. In order to deal with the critical parameters of hydraulic conductivities in the aquifer, the boundaries of each zone and the values for the zones with no data will be set by calibrating the model to observations of the annual average groundwater elevations for the area using professional expertise and judgment. These values of the conductivities will then be used for subsequent simulations.
5.3 Assess environmental impact - by means of analysis and evaluation of compound environmental indicators. This will be done summing-up all impact factors, e.g.: impacts on aquifer, on energy consumption, on sludge production, on debris resulting from works, etc.
5.4 Assess employment impact -by means of analysis and monitoring evaluation of employment impact. This will be done at two levels: within the project, monitoring the direct and indirect effects of the project to promote more and better workplaces; linking the project to the parallel work of the Province of Pisa for intertwining the application of directives 2004/18/EC and 2004/17/EC to environmental issues, especially focussing on water and energy.
5.5 Assess dissemination impact - monitoring and evaluation dissemination activities. Based on direct data (number of participants, target reached, number of placards, contacts through the web, etc.) and indirect data. (change in behaviour, especially streamline actions such as inclusion of groundwater-protection issues in both private and public acts). This action will also provide feed back throughout the project in order to improve dissemination effectiveness.
5.6 Analysis of possible barriers for ASAP reproduction potential -The factor that could make the ASAP approach unsuitable will be investigated and documented to obtain a set of criteria for evaluating applicability.
5.7 Assess & validate the protocol -This action will drive to the final ASAP handbook. The third layer is the optimiser, i.e. the approach towards groundwater remediation, represented by the ASAP protocol. On-going peer-to-peer discussion on ASAP handbook partial releases will be conducted throughout the project.In the last phase it includes the redaction of the core section "aquifer protection" of ASAP protocol and guidelines, and revising and releasing the ASAP handbook after peer review.
5.8 Evaluate project results (final) - This will be done in terms of effectiveness (how much the objectives have been attained) and efficiency (have the resources been used at their best potential?). Moreover the learned lessons will be part of the evaluation that will end-up in the Final report to the Commission.
